Financial instruments' measurement at fair value

英语. According to Law on Annual Reports of the Republic of Latvia, financial instruments may be measured at their fair values. The measurement of financial instruments at fair values in the financial statements must be reliable. Fair value can be determined reliably, if the market price of financial instruments is available from an active and public market. An issue, however, arises in this respect - what is an active and public market? In this paper, criteria for recognizing a market as a public and active one are developed. The securities market of Riga Fund Exchange has been analyzed as well. In conclusion, recommendations for measuring financial instruments traded at Riga Fund Exchange at their market prices have been developed.

Saskaņā ar šo likumu finanšu instrumentu novērtējumam patiesajā vērtībā jābūt ticamam. Novērtējums ir ticams, ja finanšu instrumentiem, kuriem ir publicēti cenas kotējumi aktīvā publiskā vērtspapīru tirgū, patiesā vērtība noteikta, pamatojoties uz tirgus cenu. Analizējot LR Gada pārskatu likumu autore izvirza jautājumu - kas ir aktīvs un publisks tirgus? Darbā autore precizēja terminus 'aktīvs tirgus' un 'publisks tirgus' un aplūkoja finanšu instrumentu patiesās vērtības noteikšanas teorētiskās un praktiskās iespējas.
