The works of the special economic zone for regional development(SEZone) have been promoted for developing the regional economy corresponding with its own peculiarities by not national, but local level of government. Namely, those set the goal at specialized development of regions through an appeasement policy against regulations. So local governments must originate the local works, get financial sources by itself, and then revitalize the regional economy. The policies of many local governments aim at increasing farmers' income by developing rural society to cope with open economy system.
