Bulgarian agricultural policy in renewable energy sources development

The authors discuss three directions of agricultural production policy as sources of renewable energy: increasing the area, breeding of new high productive varieties of energy crops, and an active use of wastes from animal farms for biogas production. The statistical data are provided on non-cultivated lands and possibilities to use these lands for energy crops growing are discussed. That would have not only an economic but also a significant social effect as far as these lands are distributed in low-developed economic regions of Bulgaria. The indicative purposes of Bulgarian government are achievement of 5% biofuels share in the transport fuel in 2008 and 10% or more in 2020. Payment for energy crops producers will be 45 euro per hectare, which will urge them to expand the area of energy crops. Data are shown for lands under wheat, maize, barley, sunflower, raps, cotton and peanut growing. At present, there are no biogas installations working in Bulgaria. A new policy is needed to achieve fast building of biogas installations using biomass from agricultural fields, cattle and poultry farms. We need to exchange experience and knowledge with expert countries and we plan to organize training events and promotion campaigns.
