Local strategic planning as a base for efficient rural development in the Republic of Serbia

From the economic point of view it could be said that rural policy represents the model of efficient management and usage of comparative and competitive advantages of an country seen in the space and time. The Republic of Serbia experience in that area in the last few decades could not be judged as a signifcant one. All the time it was in play cenralized administrative model of management in the sphere of socio-economic development. As a cause, the whole system was not efficient enough and with a lot of disbalances. The negative effects are visiable and must be solved in relatively short period of time. It is pushed additionaly in the circumstances when Serbia is undergoing the process of becoming the member of EU. That means additional efforts in the direction of implementation of EU standards and rules. Development must relay on so called good governance in which patern is incorporated strategic action planning on the local level. It also represents the base of rural development but also a factor of competitiveness. In such process it must be present all formal and informal structures and players as a key participants and also garant for the more efficient implementation.
