The terms "investment", "investment activity" and "investment policy" are defined. The multinominal model for investment climate evaluation has been represented. The author has identified causes of investment crisis in Russia's agri-food sector. They are: input base degradation, subsidies minimization and decreasing profits, allocated for production development. The Altai region's agri-food sector study, based on the 2006-2008 data, witnessed its investment attractiveness. The region specializes on cereal production (60-80% of plant production) and is the only sugar beet and sunflower producer in the Siberian Federal District. The produced grain is mostly processed into flour and cereals. The flour production increased by 4.7 per cent and accounted for 1.267 mln. tonnes in 2008. Nevertheless, the grain-processing factories are loaded less than 68 per cent. Dairy production is the main animal industry in the region. Its staple products are butter, fat cheese and milk drinks. The meat and poultry market as well as that of deer horns has been developing dynamically. Grain and dairy sectors are the most attractive for investors
