The land-reclamation building during the Soviet period and present-day status of ameliorative systems and agricultural use of ameliorative lands were analyzed. Total characteristics of ameliorative objects (drainage) were measured. Vital circle of ameliorative agricultural objects and ameliorative arrangements, fitting the different milestones of ameliorative agricultural objects' subsystems were shown. Difficult economic, climatic and agro-biological conditions for the land-reclamation system development were evaluated. Practical propositions of amelioration and agricultural use of ameliorated lands either scientific supplement of the researches in this sphere were formed. The decisions of the main economic problems connected with the ameliorative activity were offered. The increase of the profitability of the ameliorative arrangements was marked up with the main conceptual principals. The role of the information, computer and financial technologies in the development of land-reclamation and ameliorative system of the republic was evaluated. The main directions of scientific investigations, aimed to transfer from gross criteria to economical ones based on coordinated development of material and information technologies were illustrated
