Swiss agricultural policy is very centrally organised. In all the cantons the same level of direct payments are made subject to the same conditions. In the sphere of biodiversity, however, the state makes a few exceptions. Thus the organisation and authorisation of networking projects, for example, are decentralised and take place at cantonal level. A study by ART now reveals that in such projects there is an inherent risk of inadequate quality control by federal government. There is still excessive scope for projects which do not really contribute to species diversity _ particularly when in the first place cantonal administrations grant farmers additional funds without additional requirements. In such cases the federal administration's hands are often tied. The study establishes and discusses the regulatory level on which species conservation should take place if efficiency is to improve.
