The Cordillera Administrative Region (CAR) is blessed with abundant natural resources and as such, it is aptly called the 'watershed cradle of Northern Luzon'. However, the region is now confronted with an imbalance between the productive and protective uses of the watersheds. Socio-economic pressures have forced upland dwellers to farm extremely steep slopes, and even to the extent of converting forest lands to agricultural purposes. Thus, the 6 State Colleges and Universities (SUC) located throughout Cordillera Region organized a research consortium as a way to restore the grandeur of CAR. These SUCs were: 1) Ifugao State University, IFSU, 2) Kalinga Apayao State College, KASC, 3) Benguet State University, BSU, 4) Abra State Institute of Science and Technology, ASIST, 5) Apayao State College, ASC and 6) Mountain Province State Polytechnic College, MPSPC. These formed a research Incorporation called, State Universities and Colleges of Cordillera Administrative Region Research, Development and Extension Consortium (SUCCARRDEC). The incorporation was headed and managed by Dr.Serafin L. Ngohayon, IFSU President. Five banner research programs were identified and implemented by these 6 SUCs in CAR like: 1) Rice Terraces Conservation for IFSU, 2) Agroforestry for KASC, 3) Organic VELERO BSU, 4) Fish-Shell for ASIST, and 5) Textile for ASC and MPSPC.
