After obtaining a status of a free royal town in 1779, up to end of 19th century, Subotica (Serbia) experienced a period of relative stable but slow development. During the first researched period when Subotica was the pert of Habsburg Monarchy, later Austria-Hungarian Empire, there were no state laws concerning spatial development of towns. The spatial development of Subotica was directed by building rules and Building rule book in which certain building principals were established. Most of what is today a town center of Subotica was built in the period of 1880 to 1914 according to principals of Building rule book adopted in 1882, defining what we today call character of Subotica. Between two World Wars in the new formed country Yugoslavia was passed a Building law, and later on Building rule book for Subotica which directed the development of the town. In a great part this law and building rules adopted and enriched earlier building principals. The greater difference comparing with previous period was in change of town administrative organization. Building rule book was accepted in 1938, and there was no time to apply it in reality as Second World War busted soon. After the second World War Building laws in new socialist Yugoslavia had not respected earlier principals of society and urban development of the town. New Laws, spatial and urban plans was directed to develop a new socialist society, which, in a great deal, relied a demolishing of an old political system, and all the other elements of capitalism. New urbanism and new architecture, result from Laws and socialist system, had crucial influence on violate neglect of existing urban structure, building heritage and other elements of town, as on ignoring the existing climate, and other conditions of environment.
