Based on the 1990-2009 data for Russia, the farmland fertility, land distribution by entities and farmland management is evaluates. The legal framework for land management has been surveyed and the ways of its improvement for both monitoring and utilization of farmland have been suggested. The Rosselkhoznadzor (the Russian Agricultural Supervising Board) activity in 2008-2009 is reported. As of 01 January 2009, the total area of agricultural land was 402.3 mln. ha and that of farmland was 196 mln. ha. The farmland included 115.3 mln. ha of arable land and 56.6 mln. ha of pastures. These indicators didn't change significantly in 2005-2008. The number of land shareholders-residents accounted for 10.6 mln. persons, that is 1.2 mln. persons less than in 1998. As of 01 January 2010, 35% of 83.6 mln. ha of arable land surveyed have above normal acidity. The total requirement for organic fertilizers to maintain the needed humus content is 840 mln. tons, but it can be met by 17-20%. In Russia, most soils have medium or above normal potassium content. The medium content of phosphorus features cultivated soils (37%). The share of restored land accounts for 8% of arable land and allows to produce 15% of total farm output. It is suggested to improve the land legislation as well as the performance for national farming development and land restoration programmes.
