The problem of the necessity, advisability and availability of credits requires a new conceptual approach, considering credit provision as essential process for both state and enterprises. This approach should include: specification of state interests during governmental support of enterprises; evaluation of state resources during governmental programs realization; substantiation of the necessity of state support of enterprises according suggested technologies; investments in economy according suggested technologies. It is concluded for the effective realization of state programmes it is necessary to apply a typology of methods of presentation for a bank of the state resource, which make it possible to choose between the operational efficiency of obtaining the resource and the value of a bank margin. A brief characteristic of each direction of credit policy is suggested. Influence of movement of capital on economic development is shown. Calculation of credit rates depending on credit forms is made. The conceptual approach to identification of the necessity of credit investments is formed. This approach provides the possibility of including the elements of government support in its formation to make the elements of the mechanism of crediting to be one way oriented that ensures the increase of maneuverability of the mechanism of crediting under the conditions of the factors of external and internal environment.
