The basic directions of economic productivity increase of work as resource and scientific principles of effective population' employment, and professional training perfection, and personnel selection formation, and the rational personnel control system are certain. Main principles by development of employment regulation measures are registration of concrete conditions and problems of macroeconomic policy, interrelation of the general macroeconomic policy with employment policy, regulation of employment at various levels, integrated approach, etc. A professional training considers principles of creation on scientifically proved base of uniform state personnel system; integrated approach to use of all making elements of the mechanism of the staff formation and use; combination of the staff' stability and rotation; opennesses and publicity at personnel' selection and placement. Main construction principles of the personnel control system in the organization are: an optimum ratio between the managers and the personnel, decrease of expenses for a control system, conformity of the personnel control system to the advanced foreign and domestic analogues, a choice of the most rational variants of a control system for concrete conditions of manufacture
