This paper examines the cost, in Western Australia, of farm inspection for the reduction in grain insect, weed, and vertebrate pest infestation in agricultural regions. In certain circumstances government intervention may be justified. This is particularly the case where the community-social viewpoint may be affected because of spillover costs by moving the pests, and the by-products of control, onto neighbours. Intervention is justified also because of farmer ignorance of the damage he suffers from these pests.
