Recently, agricultural co-operatives in Japan are facing some changes in the quality of their economic forms of business organization than before especially in the quality of the basic relations between the organization and its members, under the new situation as the keen competition in market structure and some changes of economic environment surrounding co-operatives rapidly. On the contrary, for the purpose of trying to find a way out of the strict circumstances the Federation of Agricultural Co-operatives (ZENCHU) is developing a movement to promote the amalgamation of agricultural co-operatives, which was presented in a resolution called the "Basic Strategy of Agricultural Co-operatives Based on a 21th Century Perspective" in 1988. The present significance in amalgamating agricultural co-operatives and expanding their organic and business scale is devided into the following three aspects: 1) toward the external markets 2) toward the federal and internal organizations and 3)toward the regional communities located. I strongly assert in this paper that it is required to take measures particularly at the point of the aspect 2), so far as the situation above mentioned.
