This report estimates the financial liabilities of the farmers, including both, the cost of O&M of the distributary and the share of the farmers for those costs incurred on the upstream system. The financial aspects of the organizational responsibilities have been documented in this business plan, which has been achieved by calculating reasonable financial requirements for the O&M of the irrigation infrastructure.
