The issue of the effective use and management of financial resources in agricultural enterprises is studied. Economic indicators of the financial condition of Vinnytsya oblast's enterprises for the period of 1992-1999 are analysed. As a result, the banking system is proved to remove itself from the agricultural commodity producer and from creating effective credit mechanism. Worsening of the financial condition of the enterprises complicated tax payment. The agrarian sector is believed to require the rebuilding of the financial and economic relations.
