To safeguard the health of the consumer community laws demand that the food industry should carry out its own in-factory controls, documentation of the results and the drawing up of training programmes for its personnel. To make monitoring easier the results of all the measures carried out are to be supplied to the monitoring authorities if required ("control of the controls"). These controls, carried out within the framework of the duty to exert proper care, also serve, however, to help observe the hygiene-relevant requirements as laid down in the various regulations. We need to distinguish carefully between the legal requirements for the carrying out of infactory controls and a quality management system carried out comprehensively by the industry.
