IDA's partnership for poverty reduction (FY94-FY00) - an independent evaluation

Given the increasingly complex development challenges, and broadening of the development agenda, as witnessed by the International Development Association (IDA) 10-12 replenishment period, this independent review looks at IDA's performance, and draws lessons for the next replenishment. During FY94-00, the disappointing progress in poverty reduction, particularly in Africa, points to the need to sustain the transformation of IDA, in order to respond to new views of country ownership, conditionality, and country-based programming of development assistance. This transformation should focus on governance, and capacity building; move from ad hoc, to structured donor coordination; and, an explicit role of IDA at the global level, should be critical for positive IDA's development effectiveness. Nonetheless, IDA 10-12 replenishment undertakings have been highly relevant, and, encouraged the Association to move towards the evolving consensus of the international development community. Overall, this review finds that IDA's performance was satisfactory, though with reservations, as outlined above; and, that development outcomes of IDA programs - influenced by exogenous factors - have been partially satisfactory. It is suggested to better articulate the linkages between country programs, and poverty outcomes; that private sector development be clearly defined; and, that gender, social, and environmental sustainability strategies be better integrated into country assistance strategies.
