China - The Bank's assistance to China's energy sector - an OED country sector memorandum

The report reviews the performance of the Bank's assistance in the energy sector in China, through four distinct periods: during 1983-88 the assistance focused on China's integration into the global economy, by removing bottlenecks to the country's accelerating economic growth, emphasizing on technology transfer, and capacity building; during transition (1991-93), the assistance aimed at consolidating the power sector, mainly on addressing resettlement issues associated with hydroelectric projects; during the power reform years (1994-97) the focus shifted to policy change, and reform, primarily in the electric power sector; and, during the diversification years (since 1998), the assistance continued, and strengthened a move beyond the power sector. Lending operations were added in energy conservation, district heating, renewable energy, and advisory activities in the oil, and gas sector. The performance of the energy portfolio in China is without equal, with all of the twenty completed projects rated satisfactory, and only one of nineteen ongoing projects rated a problem project. The energy assistance program since 1994, is rated satisfactory, with substantial institutional development, sustainable achievements, and performances by the Bank, and borrower assessed as highly satisfactory, and satisfactory, respectively. Based on the lessons learned, recommendations include the promotion of comprehensive energy planning, and a continued, balanced assistance on sub-sectoral priorities, mix of instruments, and, central vs. local dialogue.
