Security, poverty reduction, and sustainable development - challenges for the new millenium

The report is the outcome of a dialogue among technical experts, donors, and senior Bank staff to explore the relationships between security and development, in a world increasingly affected by violent conflicts. The dialogue was designed as a series of learning events, to raise awareness and understanding of a matter that is drawing growing concern: the impact of small arms, civil war, violence, and conflict on poverty reduction and sustainable development. It has increasingly become evident in the Bank's experience with post-conflict reconstruction, that the state of a country's security has a major impact on the Bank's ability to respond to the country's needs. Findings from the meetings suggest that the proliferation of light weapons is both a symptom, and a cause of increased insecurity, a reflect of the lack of opportunities for development, which even often putts investments at risk when reconstruction begins. Development assistance could cooperate on practical disarmament, set on the broader framework of human security-related programs (i.e., judicial and penal reform). And it became seemingly crucial that a comprehensive view of security sector reforms be implemented.
