Strengthening capacity for monitoring and evaluation in Uganda : a results based management perspective

The report examines the process of enhancing effectiveness of national budget execution, and public service delivery in Uganda, based on a series of workshops, and individual consultations with Government, and non-government managers. Monitoring, and evaluation (M&E) in the country is fragmented - with multiple progress reporting formats - and, policy formulation, work planning, and budgeting are undertaken as separate exercises, at the sector, and district levels. Thus, the proliferation of different funding arrangements, in particular, the development of the Poverty Eradication Action Plan (PEAP), becomes a burden to officials, since reporting has little systematic information about effectiveness of actual public service delivery. The practice and use of M&E as part of the decision-making process, is more important than formal requirements for M&E, and needs to provide a continuous flow of information on the inter-relationship between operational activities, and the reality of poverty. The report identifies the following most critical short-term actions to help develop M&E: refinement of PEAP goals, and targets; continuous monitoring of service delivery, based on survey findings establishing a baseline for service reach, and clientele satisfaction for managerial performance assessment; expansion of the scope of reporting harmonization, so as to define a uniform reporting format; finalization of poverty monitoring strategy to align results management, and M&E activities; and, identification of good practice approaches to M&E.
