Zimbabwe - Agricultural cooperatives sector review

Since Independence, the Government of Zimbabwe has promoted cooperative development in several ways: (i) by preparing cooperative legislation; (ii) by providing a long-term basis for cooperative development through preparation of a Cooperative Policy Paper in 1983; and (iii) by establishing a seperate ministry for cooperatives in 1986. Despite such ministrations only about 60 percent of registered cooperatives survived or became operational during the first year of Independence. This report, besides describing the position of the cooperatives in Zimbabwe and its agricultural sector, details the policy decisions which need to be made concerning cooperatives and related agencies, the operational improvements required in cooperatives, and the means to achieve them.
