Sudan - Second Technical Assistance Project

The project would provide: (a) project preparation - about 30 man-years of consultant services for project preparation and planning activities in support of the nation's Three-Year Public Investment Program: training and fellowships in project appraisal and supervision as well as regional planning; (b) project implementation - (i) five man-years of consultant services to help strengthen the Institute of Accounting Studies so as to produce more and better trained bookkeepers and accounting technicians; provision of equipment, furniture, and teaching materials as well as fellowships for future teachers of the Institute; (ii), two man-years of specialized assistance, as well as training, to help strengthen the Department of Purchasing in order to facilitate tendering and procurement procedures; (iii) six man-weeks of consultant services to study the possible establishment of an effective monitoring and evaluation mechanism within the Ministry of National Planning; (c) macro-economic Management - About 27 man-months of consultant services to help strengthen the Debt Management Unit and the Department of Statistics; some overseas training would also be provided for staff of the Debt Management Unit.
