The Project's main objective is to improve access for poor regions of Southern China, by upgrading navigation conditions on the region's major east-west river, and other waterways feeding traffic into the Pearl River Delta region. Additionally, it is expected to harness water flows in two of these rivers, to generate environmentally clean electricity, and help meet a growing energy demand in the provinces of Guangdong and Guangxi. Notwithstanding the benefits resulting from implementation of the project, construction activities will nevertheless increase environmental adversity, such as soil erosion, sedimentation, loss of vegetation, in addition to water and air pollution. This environmental assessment comprises eight volumes, addressing each navigation complex - Naji, Lianjiang Xiniu, Guangdong, and Laolonghu - through two volumes each addressing the environmental impact assessment, and action plan respectively. Overall, mitigation measures stipulate the need for navigational safety regulations, particularly to inform when blasting instances would occur, while ships should be equipped with oil-water separator devices, and port facilities should have the capacity for treating oil spills, sewage, and/or wastes; regular water spraying on construction sites to minimize dust emissions; building sediment tanks, and septic tanks, integrated with local sewage treatment facilities to prevent water contamination; practicing vegetative propagation, both after construction, as well as during construction to prevent soil erosion and/or potential landslides; likewise, stone retaining walls, and drainage ditches should be installed to intercept contaminated effluents, or waste material; safety measures for construction workers, providing protective appliances, and periodic medical checkups/vaccines; and, practicing regular monitoring on water quality.
