The Conservation and Sustainable Use of Medicinal Plants Project for Sri Lanka had the following ratings: the outcome was satisfactory, the sustainability was likely, the institutional development impact was modest, the Bank performance was satisfactory and borrower performance was unsatisfactory. The lessons learned indicate that the project would, with additional work, provide models for the further development of traditional medicine and the sustainable use of medicinal plants as one of its key inputs. The project, through its concept development, illustrates the difficulty in establishing national applications of legitimate international/global concerns. Much of the record of scientific achievement is anecdotal and difficult to verify as a basis for further application. The project illustrates the need for careful synchronization of project goals with the mandates and agendas of implementing agencies. Projects with the goal of changing behavior need clear and pre-planned communications strategies. The project also provided positive reinforcement of several best practices.
