This paper assesses the effectiveness of labor-based interventions in addressing the needs of poor and vulnerable households using data from 15 projects implemented between 2006 and 32,008 by several agencies. The main finding of this study is that despite their great potential, labor-based projects have shown the following limitations in the context of Madagascar: a) lack of coordination among the projects implemented by various agencies, b) optimizing inefficient and weak selection projects, c) inadequate monitoring and supervision. The document identifies four areas for improvement: a) better coordination and harmonization of labor-based projects to ensure consistency of approach among interventions b) better optimization of geographical areas and selection of projects c) establishment of salary schedule according to socio-economic patterns to encourage local self selection of the poor d) best collection of information for monitoring and evaluation of project impact
