Research capacity building through North-South cooperation : a possible strategy for World Bank projects

An alternative model for research capacity builders is the establishment of true North-South cooperation between research groups or institutions. When well-designed and executed, such partnerships are highly efficient capacity builderss. Over the years, they have been supported through a number of mostly bilateral programs; several have been evaluated in recent years. The report contains a brief description of nine programs based in Europe and North America and the main outcomes of their evaluations. Based on these, the report summarizes the lessons learned and lists a series of key ingredients for successful research capacity builders through North-south cooperation. The list includes 1) the size and qualifications of the research environments involved; 2) openness in cooperation, mutual commitment, frequency of consultations, and willingness and ability to share all tasks; 3) the time frame given, realizing that research capacity builders takes time; 4) the coordination of each activity with national research policies and basic local needs; 5) the emphasis on training activities; and 6) the establishment of proper evaluation and incentive systems. Finally, the report concludes that World Bank research capacity builders projects may benefit substantially from replacing traditional supply-driven equipment provision, technical assistance, and overseas degree scholarships by support for well-designed institutional research cooperation projects between North and South.
