Taking action for poverty reduction in sub-Saharan Africa : report of an Africa region task force

The Africa Region's poverty task force, established in early 1994, has provided a framework for an ongoing process of intensive assessment of the Bank's operations in the Africa Region. This report is the result of that process and also reflects numerous discussions with the Bank's development partners, the donor community, and nongovernmental organizations. The starting point of this report was an analysis of selected internal Bank issues with particular emphasis on operational work in recent years and options for increasing the Bank's effectiveness. A review of the activities of governments and donors supplemented this analysis. The purpose of this report is, therefore, to serve as a basis for learning from experience and, more importantly, for a reinvigorated and collaborative attack on poverty in SSA. Other objectives of the report include the following: 1) to ascertain how the Bank can strengthen its operations to assist governments to reduce poverty and improve food security in SSA; 2) to recommend improvements and innovative ways to achieve progress on poverty reduction and food security; and 3) to recommend actions to make further use of regional initiatives. The second chapter of this report briefly reviews the causes, status and trends of poverty in SSA, including its gender and locational (rural/urban) characteristics. Chapter 3 reviews the economic and social policies of African governments intended to reduce poverty. Chapter 4 examines the actions andexperience of the World Bank in its assistance to African countries to reduce poverty. Finally, chapter 5 develops an action agenda that the World Bank with its development partners should take to reduce poverty more rapidly in Africa.
