Evaluating programs for vulnerable children and youth

This paper reviews the process of developing evaluation designs for service programs. It signals common pitfalls, identifies constraints that need to be considered, and presents ideas for solving some potential problems. Some technical problems and solutions are included for reference. The paper looks at these various steps: a) clarifying the evaluation questions; b) developing a logic model; c) reviewing readiness for evaluation; d) selecting an evaluation design (including a look at experimental, quasi-experimental and non-experimental designs, performance monitoring, case study/ethnography, cost studies, and choosing among impact designs); e) identifying potential evaluation problems; and f) conclusions and recommendations.
