Transmission and distribution system - technical loss reduction and network development

The Tanzania Electric Supply company (TANESCO), a state-owned utility, generates, transmits, and distributes electricity in mainland Tanzania. Over the past several years, TANESCO's operations have suffered from poor system performance in the East and Northeast regions at times of peak demand. The major cause of the low system voltages has been identified as deficiencies in the transmission system. Considerable inputs are still required in the distribution systems to bring the networks to a satisfactory operating condition. This report comprises the results of a study aimed at developing a program to improve network voltage levels, reduce overall energy losses, and generally improve the quality of supply to consumers. This report comprises two volumes, each tackling the technical and non-technical problems, respectively. The first volume diagnoses problems such as insufficiencies of transmission lines, and provides proposals to improve the technical condition of the transmission and distribution systems by introducing reactive compensation equipment. The second volume finds that primary sources of nontechnical loss are unmetered supplies due to consumer theft of power and connections made during meter shortages; defective metering resulting from tampering or incorrect installation; meter reading errors; and billing deficiencies. These non-technical losses can be reduced by adopting careful strategy, thorough implementation, and scrupulous attention to detail.
