An agricultural strategy for Poland

Poland embarked on the road toward a market economy with its economic reform program of January 1990, aimed at stabilizing the macroeconomy. The productive sectors, including agriculture and related industries, will be able to build on the solid foundations of this program. But the productive sectors are difficult and time consuming to reform, and it is not always easy to identify the actions that will bring about the desired changes and differentiate them from those that slow down the reform process. Both categories often look dangerously alike. A strategic plan is needed to help orient decision-makers in the maze of complex relations and detailed actions that are constantly required. The agricultural sector, because of its social and economic importance, has the potential to be either a brake or an engine for the reform program. The present farm crisis is only a reminder of this fact. This report is an attempt to define such a strategy for agriculture.
