Argentina - Fourth Social Protection Project

The Fourth Social Protection Project aims at: a) building capacities in poor communities to better manage the process to improve their welfare: b) providing poor communities with technical assistance and grants for beneficiary-identified small scale subprojects that will meet specific needs; and c) improving the focus and management of social programs. The project consists of two components. First, Participatory Social Investment Fund Phase Two (FOPAR-2) will: a) support over 800 community subprojects; b) finance the knowledge and methodology transfer and capacity building to promote participatory development approaches through active educational campaigns and technical assistance at central and local levels; and c) establish four provincial FOPAR units to handle project administration. Second, Technical Assistance for the Improvement of Social Information and Monitoring and Evaluation of Targeted Social Programs Phase Two (SIEMPRO-2) will a) improve social information-base for timely monitoring and analysis of the situation of the poor and vulnerable groups; b) define and apply appropriate methodologies and systems for targeting, monitoring, and evaluation of social programs; c) disseminate and transfer developed methodologies and social information systems to appropriate agencies; and d) provide assistance to the Social Development Secretariat to assure coordination of social programs to the poor.
