Environmental education: building constituencies

This paper addresses environmental education--what is being done today, what the World Bank's record is, and what challenges environmental education faces. Section A outlines the historical and conceptual background to environmental education together with trends and current debates. It recommends that the "infusion" method be used to in approaching environmental curricula, where the environmental implications of all relevant subjects are discussed. Section B outlines the Bank's experience in this field through a Bank-wide review of the education portfolio. Section C briefly describes and contrasts environmental awareness and training, and mentions a few Bank and external examples of the limited range of activities that have been undertaken. Section D draws on external and internal experience to identify challenges to environmental education, especially at the primary and secondary levels. Finally section E outlines recommendations for promoting environmental education, and to a lesser extent awareness and training within the Bank and through its projects. Steps towards improvements are included together with steps for designing environmental curricula and teacher training.
