Assesses the impact of Liberia's First Development Plan (1976-80) on the economy; recommends policies and projects in the Second Plan period (1980-1984) aimed at strengthening the planning process through public adminstration reforms, balanced rural-urban allocation of infrastructure and social services that directly support production or improve income distribution, increasing domestic savings, and assigning a role to private sector investment.
