This paper explains when the Uruguay Round was completed in 1994 and the WTO established in 1995, there were essentially a number of issues for the reform process of the multilateral trade system in the WTO. The compromise was either in the Agreements themselves or in the Marrakesh Agreements of the Ministers of Trade. (MV)
