A survey of literature and specialists indicates there is need for RD+E in deep ocean load lifting techniques to provide: (1) improved load handling lines of higher strength and durability, (2) improved winches with higher speeds and storage capacities, (3) improved emplacement techniques, (4) better knowledge of the dynamic loadings induced in the load bearing lines particularly by wave action, (5) improved load recovery technique, especially when ocean bottom 'gook' is present.
