A partir de la caracterización y el diagnóstico del sistema de gestión de la innovación en entidades del Ministerio de la Agricultura cubano, se identificó la carencia de un modelo de sistema de gestión de la innovación que se correspondiera con las transformaciones actuales. Para la construcción del sistema y su gestión, se propusieron las características que lo distinguen, teniendo en cuenta las propiedades del sistema así como, su vínculo con el medio ambiente organizacional. Se propone un nuevo modelo de sistema basado en procesos, que tiene en cuenta la necesidad de innovación, para la reorganización de la agricultura, el cual esta concebido para involucrar a la diversidad de actores, mediante mecanismos colegiados donde se aproveche la experiencia derivada de los institutos que se encuentran en perfeccionamiento institucional y su vínculo directo con grupos empresariales. Se espera superar las insuficiencias, tales como los mecanismos de integración para lograr rebasar la poca participación de actores y ayudar a paliar con ello también los insuficientes recursos y el fortalecimiento de las redes de extensión, entre otros.

From the characterization and diagnosis of the management system of innovation in the Cuban Ministry of Agriculture entities, a lack of a management system model of innovation, which would correspond to current transformations, was identified. For the building up and management of the system, their characteristics were proposed, taking into account the properties of the system and its linkage with the organizational environment. A new model system based on processes was proposed. The model takes into account the need of innovation for the reorganization of agriculture, which is designed to engage diverse actors through mechanisms associated which take the experience from the institutes found in institutional development and its direct link with business groups. It is expected to overcome the shortcomings, such as integration mechanisms to achieve beyond the low participation of stakeholders and thereby help alleviate the insufficient resources and also strengthening extension networks, among others.
