Food security issues in Ethiopia: comparisons and contrasts between lowland and highland areas

This paper, presented at seminar organised by the Pastoralist Communication Initiative, UN-OCHA, examines a number of central issues of pastoralism in Ethiopia with specific focus on the Somali Region. Issues raised include, the dangers of food aid dependency, gender dimensions, vulnerability, and the viability of small-holder agriculture.The paper particularly highlights the following points:farming and pastoralism can not provide long-term food security for all present and future generations of farmers and pastoralistspastoralist livelihoods are very vulnerable to shocks food aid is undermining local farmers and distorting local markets women are not adequately represented in institutions that exercise powerpastoralists are heavily engaged with markets and towns, for selling livestock, buying grain and trading commodities.The key to long-run food security, according to the author, is to identify and invest in alternative employment opportunities other than agriculture and pastoralism.
