Increase the utilization of production capacities of the enterprises of the processing and the food industry as a factor of growth of employment in the agricultural complex | Повышение загруженности мощностей предприятий перерабатывающей и пищевой промышленности как фактор роста занятости в АПК

The ability to improve utilization of production capacities of the enterprises and creation of new ones has a direct dependence on the growth of employment in the agro-industrial complex and economic development of the country. According to the plans of the Government of the Russian Federation in the current year 2012 in the territory of our country will be created 2000 enterprises in various branches of the national economy in order to reduce unemployment, filling of the budget of income, growth of supply various kinds of consumer goods and investment. This direction is of course extremely important. Restriction of demand is a main factor to restrain the possibility to increase the output of products. Measures necessary to the inflow of capital into the production modernization of the existing enterprises, promote the growth of utilization of the existing production capacities. According to Rosstat, the average in the sectors of food and processing industry in 2010, the level of utilization of meat-processing enterprises constituted by groups of products: meat, sausages, canned meat – 62%, (in 1991 – 84%, in 2000 – from 18% to 48%); whole-milk products (in recalculation on milk) – 58%, (in 1991 – 72%, in 2000 – 33%), bread and bakery products – 40% (in 1991 – 64%, 2000 – 40%); flour – 47% (in 1991 – 79%, in 2000 – 42%). The expansion of demand of the enterprises of processing in the domestic agricultural raw material in many respects is determined by, among others, the factors such as the level of state support not only agriculture, but also connected with them the enterprises of the food industry and processing. In this connection one of the directions of state regulation of economy is a support of enterprises, purchase of domestic agricultural raw materials. It is planned to develop measures for the support of enterprises, purchase of domestic products in some projects of the Ministry of agriculture of the Russian Federation. An important addition to this should be the position of the purchase of domestic products directly from the Russian agrarian producers or its marketing cooperative associations, that will contribute to the reduction of a number of links in the chain of distribution and thus reduce a cost of final products, the price of which increased both in absolute and in relative values.

Для обеспечения экономического развития страны необходимо создание новых предприятий, но не менее важно формирование условий и механизма обеспечения роста загруженности уже имеющихся производственных мощностей функционирующих предприятий. Главным фактором, тормозящим увеличение выпуска продукции, является ограничение спроса. Необходимы меры, стимулирующие приток капитала в модернизацию производства уже существующих предприятий, способствующие росту загруженности имеющихся производственных мощностей. По данным Росстата, в среднем в отраслях пищевой и перерабатывающей промышленности в 2010 г. уровень загруженности мясоперерабатывающих предприятий составил (по группам продукции): мясная (мясо, колбасные изделия, мясные консервы) – 62%, (в 1991 г. – 84%, в 2000 г. – от 18% до 48%); цельномолочная продукция (в пересчете на молоко) – 58%, (в 1991 г. – 72%, в 2000 г. – 33%); хлеб и хлебобулочные изделия – 40% (в 1991 г. – 64%, 2000 г. – 40%); мука – 47% (в 1991 г. – 79%, в 2000 г. – 42%). Расширение спроса предприятий переработки на отечественное с.-х. сырье во многом определяется уровнем государственной поддержки не только сельского хозяйства, но и связанных с ним предприятий пищевой промышленности и переработки. В этой связи, одним из направлений государственного регулирования экономики является поддержка предприятий, закупающих отечественное с.-х. сырье. В отдельных проектах Министерства сельского хозяйства РФ предполагается разработка мер поддержки предприятий, закупающих отечественную продукцию. Важным дополнением к ним должно стать положение о приобретении отечественной продукции непосредственно у российского аграрного товаропроизводителя или его сбытовых кооперативных объединений, что будет способствовать снижению количества звеньев в цепочке товародвижения и удешевлению конечной продукции, цена на которую возрастает как в абсолютном, так и в относительном значении.
