In two recent decads the great deal of of country needs to Vegetable oils were imported from abroad. In this research we followed two basic aims. l-indentify the constraint against canola yield in farms. 2- Economical comparison of the canola with anther crops. Based on statistical sampling method (three stage clustering) 251 farms were" chosen from various areas ofProviences of Azerbayjan e gharbi -Golestan and Khorasan. Data collected by the questionnaire, observing the farms, interview with agricultural experts, search in of the Agri-Jahad and Commerce Ministries, oil seeds company,customs and also FAO web sites. For attain to the first aim we examined the existence of comparative advantages in canola production. ,the measuring comparative advantages criteria were: Net Social Profitability (NSP) domestic resource cost (ORC) and Social Cost-Benefit with two shadow exchange rates, relative ppp and absolute ppp with two shadow exchange rates and exchange according to Iran free markets. For achieve to the second aim we estimated stochastic production frontier model with technical inefficiency effects. With useing of Frontier 4.1 software. Factors of soil constraint, plant nutrition, sown date, education and farmer's age and non- agricultural jobs had significant relationship with farm teclmical efficiency. Average technical inefficiency effects were estimated%52.71, %57.94, %49.35 respectively to Azerbayjan e gharbi -Golestan and Khorasan. Although most of the farms have less yields, we observed some successful farms near the others. As yield differences in those farms were higher than average of the region, more than four times. This fact represents a hidden potential, which is accessible from modifying of cultivation methods and extension of technical knowledge to the farmers. we can be conclude that, in order to put the cultivation of canola in cultivation pattern in the regions and acceptation by farmers, we should make an efficient strategic planning in which modify of production methods and extension of proper level of technologies and justifying those cultivation from fiscal return aspect.
