Good manufacturing of tea has an important role in competition increase of tea and is useful for improvement and variation of product. To increase the quality of tea and cost reduction, study on manufacturing problems and research work is necessary. In this survey a program was compiled in order to eliminate tea quality problems, identify priorities, and project work, with in one year. In the beginning the situation of black tea quality in Iran was investigated and present state of tea quality was identified by use of reference study, interview with beneficiaries and preparing questionnaire. The problems were collected in the meeting with beneficiaries and experts. Then internal and external references were investigated about every problem. The results of external researches were compared with political, economical, cultural and social conditions in Iran. At the end of this study, main proposals were defined on the base of research priorities op tea quality.
