Evolution of the food import of Russia and the introduction of the country into the WTO | Эволюция продовольственного импорта России и вступление страны в ВТО

The long-term tendencies of sizes and structure changes of import of the most significant agricultural raw materials and foodstuffs (grain, meat, milk) by the Russian Federation (RF) in the period 1985–2010 are considered. The quantitative and qualitative assessment of structure changes of food import in RF in the beginning of the 90s is given with the use of conventional grain unit. The conclusion is drawn about the existence of two major stages of food import development in RF. It was revealed, that level of food independence of RF for last decades has essentially decreased: the total amount of food import expressed in conventional grain units has increased from 34.6 million tons of conventional grain units in 1985 to 47.8 million tons of conventional grain units in 2008. Later this indicator decreased. Changes of food import after RF entering to the World Trade Organizations is also stated. In 2012 total amounts of import of various kinds of meat have increased for the first time since 2009. Volumes of dairy production and butter import have also essentially increased. The intensive development of domestic animal husbandry could increase food independence, therefore in the sphere of foreign trade activities it's essential to use a more rational approach to development strategy and tactics of food exports and imports, to find a balance between the necessity to provide Russian cattle breeding with fodder and grain export opportunities. A more balanced approach to the import policy of the state is important, with a prior focus on the protection of domestic producers' interests.

俄语. Рассмотрены долговременные тенденции изменения объемов и структуры импорта наиболее значимых видов с.-х. сырья и продовольствия (зерна, мяса, молока) Российской Федерацией за период 1985–2010 гг. С использованием условных зерновых единиц дана количественная и качественная оценка изменениям структуры продовольственного импорта РФ в начале 90-х гг. Сделан вывод о наличии двух крупных этапов развития продовольственного импорта РФ. Установлено, что уровень продовольственной независимости РФ за последние десятилетия существенно снизился - общий объем продовольственного импорта возрос с 34,6 млн т условных зерновых единиц в 1985 г. до 47,8 млн т условных зерновых единиц в 2008 г. Затем этот показатель несколько снизился. Отмечены изменения продовольственного импорта после вступления РФ в ВТО. В 2012 г. общие объемы ввоза различных видов мяса впервые с 2009 г. возросли. Существенно возросли также объемы ввоза молочной продукции и сливочного масла. Повысить продовольственную независимость могло бы интенсивное развитие собственного животноводства, поэтому в сфере внешнеторговой деятельности необходимо более рационально подойти к стратегии и тактике развития продовольственного экспорта и импорта, найти баланс между необходимостью обеспечения российского животноводства кормами и возможностями зернового экспорта. Необходим более взвешенный подход к импортной политике государства, ставящий во главу угла защиту интересов отечественного производителя.
