英语. Agricultural development is the strategic focus of the state and its agencies in the field of competitiveness of the national economy. Nowadays average tax on agricultural products is 12-14% in the RF. When it is reduced by a third in connection with the obligations and is 10% (EU - 19.5%), the competitiveness of Russian goods will decline. It is necessary to form a marketing strategy for the organization of production and marketing of agricultural products on the basis of evaluation of the competitiveness of manufactured goods. Effectively the competitiveness of goods is assessed on the basis of matrix methods Space and General Electric-McKinsey. To achieve the forecasted cumulative effect of joining the RF WTO in the short term perspective by 3.3%, and in the long term - by 11%, domestic enterprises are aimed to achieve the following objectives: to perform fast reconstruction of uncompetitive productions, and to ensure social promotion of interregional migration, to reduce administrative barriers and the taxes on the export business. As to the agrarian sector foreign policy involves the development of tools and methods ensuring its competitiveness. The important role belongs to the investment and innovation activities to ensure the continuous updating of technical, technological, organizational base of agricultural production and the creation of new competitive products. Synergistic effect ensuring the competitiveness of the products can be obtained by using the legislative and law advantages in the integration of intergovernmental organizations, to implement a set of measures for the formation of an interstate network of information and marketing centers, integrated structures at the micro level with the involvement of national and foreign capital, to create a logistics system of agricultural products, raw materials and food, to use various forms of leasing.

俄语. Развитие сельского хозяйства является стратегическим направлением деятельности государства и его органов в области обеспечения конкурентоспособности национальной экономики. В настоящее время средневзвешенный таможенный тариф для с.-х. продукции составляет в РФ 12-14%. Когда он будет снижен на треть в связи с обязательствами и составит 10% (в ЕС – 19,5%), конкурентоспособность российских товаров может снизиться. Необходимо формирование маркетинговых стратегий по организации производства и сбыта с.-х. продукции на основе оценки конкурентоспособности производимых товаров. Эффективно конкурентоспособность товара оценивается на основе матричных методик Space и General Electric-McKinsey. Для достижения прогнозируемого суммарного эффекта от вступления РФ в ВТО в краткосрочной перспективе на 3,3%, а в долгосрочной – на 11%, отечественные предприятия призваны решить следующие задачи: провести быструю реконструкцию неконкурентных производств; обеспечить социальное поощрение межрегиональной миграции; снизить административные барьеры и нагрузки на экспортный бизнес. Внешнеэкономическая политика относительно аграрного сектора предполагает разработку инструментов и методов, обеспечивающих его конкурентоспособность. Важная роль принадлежит инвестиционной и инновационной деятельности, призванных обеспечить непрерывное обновление технической, технологической, организационной базы сельскохозяйственного производства и создание новых видов конкурентоспособной продукции. Синергетический эффект по обеспечению конкурентоспособности продукции можно получить, если использовать законодательно-правовые преимущества в рамках интеграционных межгосударственных объединений, реализовать комплекс мер по формированию межгосударственной сети информационно-маркетинговых центров, интегрированных структур на микроуровне с привлечением национального и иностранного капитала, создать логистическую систему с.-х. продукции, сырья и продовольствия, использовать различные формы лизинга.
