The basic assets of the kolkhozes in the Ural region in the conditions of the Great Patriotic War | Основные фонды колхозов на Урале в условиях Великой Отечественной войны

英语. The state of collective farm economy in one of the leading regions of the USSR the Urals during the Great Patriotic War is characterized. On the base of the study of the kolkhozes' indivisible funds, a conclusion is made that, productivity of labor as well as quantity and quality of production were decreasing. The major reason of disproportion between the size of the production capital funds in kolkhozes and the volume of the agricultural output was the growth of amortization. Under wartime conditions, the gap increased between normative service life of production capital funds and average actual term of their service. The book value of fixed assets in kolkhozes did not decrease until they wore out completely. As a result, part of worn means of labor was still on the balance of kolkhozes, although the effective use of them was impossible. That is why book value of fixed assets did not match their real cost. In spite of the growth of investments the allocated funds could not be assimilated because of the practice of hard fund distribution, that is, collective farmers, even if having money could not acquire requisite goods (wood, nails, wire and the likes). The supply of tools and facilities was steadily decreased. Growth of cash income and increase of the size of production capital funds did not represent the real situation in kolkhozes' economy. Productive livestock and working animals was estimated by low procurement prices. Most of the kolkhozes were on the brink of crisis and survived only at the expense of tough administrative control of the state.

俄语. Характеризуется состояние колхозной экономики в одном из ведущих регионов СССР в годы Великой Отечественной войны — на Урале. На основе исследования неделимых фондов колхозов сделан вывод о том, что в годы войны снижалась производительность труда, уменьшалось количество и ухудшалось качество производимой продукции. Главной причиной возникшего несоответствия между размерами основных производственных фондов в колхозах и объемом получаемой с.-х. продукции был рост амортизации. В условиях военного времени увеличился разрыв между нормативными амортизационными сроками службы основных производственных фондов и средним фактическим сроком их службы. Балансовая стоимость основных средств в колхозах не уменьшалась до полного их износа. В результате часть изношенных средств труда по-прежнему оставалась на балансе коллективных хозяйств, хотя эффективно использовать их было уже нельзя. Поэтому балансовая стоимость основных средств не соответствовала их фактической стоимости. Несмотря на рост капиталовложений невозможно было освоить выделяемые средства из-за практики жесткого фондового распределения, т.е. колхозники даже при наличии денег не могли приобрести необходимые им товары (лес, гвозди, проволоку и т.п.). Постоянно снижалась обеспеченность орудиями и средствами труда. Рост денежных доходов и возрастание размеров основных производственных фондов не отражали действительного положения дел в экономике коллективных хозяйств. Продуктивный и рабочий скот оценивался по низким заготовительным ценам. Основная масса хозяйств находилась на грани кризиса и существовала лишь в результате жесткого административного нажима на колхозную деревню.
