In the present era of information and communication technology, individuals can receive the latest information, at high speed and low charges at any time or place and communicate with one another. Agriculture as the most important production activity of rural areas has a strong relationship with economic and eliminate factors. Lack of information in these fields can reinforce uncertainty and unreliability in management. Processing and providing authorities with information can facilitate decision making and reduce existing risks. In order to improve the quality and quantiti of production, and marketing of their yield, farmers require access to informational resources. Internet is the most effective form of ICT. Increase in fixed and mobile lines per capita and the number of personal computers, office automation, and the increase in the number of Internet users pave the way to improve the standard of ICT development. The use of above mentioned criteria have a considerable effect on having a more economic agriculture development. ICT is fuctional in production of agricultural yields in creating practical and scientific agriculture. Similarly, modern and scientific meteorology, meticulous information about price variations, measurement possibility and needs in national and international consuming markets, propagation elimination of third parties in differences between finished price of yields for producer and user, facilitating villagers, access to public services are among the criteria from which a modern and scientific agriculture can rely on ICT. Therefore, in order to improve agriculture yileds qualitatively and quantitatively, and become self-sufficient in food production, economic security, and political employment, to decrease immigration from villages to cities, education, decrease or eliminate poverty, unemployment illiteracy, and so forth, we require to access information and new communication technology effectively and on time.
