Strategic scenarios of oilseed production in the Volgograd region | Стратегические сценарии развития производства масличных культур в Волгоградской области

The purpose of the work is to identify and substantiate the directions of modernization of oilseed crop (OC) production, ensuring the realization of the innovation scenario and strategic goals of development. Analyzing the efficiency of production of OC in the Volgograd region first involved identifying the factors affecting the results of production activity of organization, the economic model was built. It has been found that the value of the gross output of OC is largely dependent on the size of the cultivated area occupied by the crop. The economic efficiency of OC production in the region is low. The low values of indicators (labor productivity, capital productivity, prime cost, profitability) show that the OC production in the region develops according to the extensive type and pessimistic scenario. The directions of development of the OC production in the region, contributing to the implementation of the innovation scenario are justified: 1) technical and technological modernization of OC production, aimed at resource saving, cost reduction; 2) the organization of the production of alternative crops suitable for cultivation in the climatic conditions of the region; 3) improvement of the material and technical base of agricultural enterprises on the basis of a rational choice of equipment suitable for the soil and climatic conditions, cultivation of adapted varieties pf OC.

俄语. Цель работы - определить и обосновать направления модернизации производства масличных культур (МК), обеспечивающие реализацию инновационного сценария и достижение стратегических целей развития. Для анализа эффективности производства МК в Волгоградской области вначале были выявлены факторы, влияющие на результаты производственной деятельности организации, построена экономическая модель. Установлено, что стоимость валовой продукции МК в большей степени зависит от размера посевной площади, занятой культурой, а экономическая эффективность производства МК в регионе невысока. Низкие значения показателей (производительности труда, фондоотдачи, себестоимости, рентабельности) показывают, что развитие производства МК в регионе проходит по экстенсивному типу и пессимистическому сценарию. Обоснованы направления развития производства маслосемян в регионе, способствующие реализации инновационного сценария: 1) технико-технологическая модернизация производства маслосемян, направленная на ресурсосбережение, снижение издержек; 2) организация производства альтернативных культур, пригодных для возделывания в природно-климатических условиях региона; 3) совершенствование материально-технической базы сельхозорганизаций на основе рационального выбора техники, пригодной для почвенно-климатических условий, возделывание адаптированных сортов МК.
