Basic Principle and Direction to Revise Vocational Education and Training Promotion Act for the introduction of Apprentice School Integrating Industry and Education

The purpose of this study is to outline the principle and direction of revision of 'Vocational Education and Training Promotion Act' through analyzing the current state of domestic and foreign apprenticeship system and legal background. It is essential to protect apprentices' interests and safety at work because Korean government has implemented policy to run the "Apprentice School Integrating Industry and Education". To meet the objectives of this study, we firstly analyze the content about field education and apprenticeship in the 'Vocational Education and Training Promotion Act' and the current state of apprenticeship in Korea. Second, we analyze the current state and legal background of apprenticeship in some countries which run it actively. Third, we outlined the principle and direction of revision of 'Vocational Education and Training Promotion Act' to settle smoothly. The principles of revision are as follows. First, apprentices have a legal nature of worker. Second, it should to add the province for quality assurance of apprenticeship. Third, it should to add the province to protect the interests of apprentices who would receive social discrimination. Finally, upon these three principle, we suggest the revision direction of 'Vocational Education and Training Promotion Act'. If 'Vocational Education and Training Promotion Act' revised in these direction, apprenticeship will implement more effectively and efficiently. Furthermore, we expect to avoid social problem and regal battle through statute revision.
