Community wellbeing indices : implications to policy development

The recently heightening interest in local community wellbeing (CWB) indicators reflects a growing awareness of their importance in harnessing citizen engagement, strengthening community planning, and encouraging evidence-based policy making. The study aimed to determine the present level of CWB and assessed the different concepts of wellbeing from the perspective of the local sectors, contribute to a better understanding on how people survive the destruction caused by natural disasters and gradually made progress toward starting again. Different sectors joined in the focus group discussions (FGDs) conducted in Albay, Bohol and Leyte such as the local government units, education sector, business sector, people's organizations, and socio-civic sectors. All participants were survivors of previous disasters. They either lost properties or loved ones. A face to face interview aided by a standardized questionnaire at least to 73 household heads in every community were determined by GPower analysis was also conducted. Data were analyzed and community wellbeing index (CWBi) was determined using the formula: CWBi = (B.w sub d sub 1) + (F.w sub d sub 2) + (Po.w sub d sub 3) + (SC.w sub d sub 4) + (N.w sub d sub 5). The narratives of the various sectoral representatives from three different disaster areas revealed important themes: 1) maintaining morals and values amidst chaos, 2) refinement of plans and protocols to lessen the impact of disasters, and 3) compassion, courage and determination to rise again from loss. A CWBi was a helpful instrument which policymakers can make use of to accurately and deeply understand a community's plight and therefore can make evidence-based and sound decisions in the face of natural disasters.
