State support of an agricultural technological platform of EEU member countries | Государственная поддержка сельскохозяйственной технологической платформы стран-членов ЕАЭС

英语. The purpose is a research of formation of the tool of technological platforms as element of innovative infrastructure. The Eurasian agricultural technological platform (EATP) is created for the purpose of carrying out system work on accumulation of the advanced national and world achievements of scientific technical progress in the sphere of agro-industrial complex, mobilization of scientific capacity of the members. Comparison of the European and domestic experience of development of technological platforms shows their distinction at all stages of formation. There are some features of functioning of technological platforms in Russia: undergoing an initial stage of development, lack of financing, creation at the initiative of the state "from top to down", insufficient consolidation, high degree of an overregulation, presence of potential in interstate interaction. Integration into world economic space assumes appropriate level of interstate support of the EATP, not lower than of similar structures in the developed countries of the world. Approach to the choice of the mechanism of improvement of the state support of development of an EATP has to be flexible, not establishing domination of one tool over another as it depends on concrete factors. The reasonable combination of all forms and types of interstate support of technological platforms will give those additional opportunities and provide high efficiency. Based on foreign experience and taking into account features of domestic development of technological platforms and clusters a number of the directions of development and mechanisms of improvement of the state support of the EATP are allocated. In particular coordination of topic of scientific research at the interstate level, formation of uniform expert community, audit of the market of scientific and technical products of the participating countries with the purpose of identification and financing of the most perspective projects are offered.

俄语. Цель работы – исследование технологических платформ как элемента инновационной инфраструктуры. Евразийская сельскохозяйственная технологическая платформа (ЕСХТП) создана с целью проведения системной работы по аккумулированию передовых национальных и мировых достижений научно-технического прогресса в сфере агропромышленного комплекса, мобилизации научного потенциала государств-участников. Сравнение европейского и отечественного опыта развития технологических платформ демонстрирует их различие на всех этапах формирования. Выделены особенности функционирования технологических платформ в России: прохождение начальной стадии развития, отсутствие финансирования, создание по инициативе государства "сверху вниз", недостаточная консолидация, высокая степень зарегулированности, наличие потенциала в межгосударственном взаимодействии. Интеграция в мировое экономическое пространство предполагает соответствующий уровень межгосударственной поддержки ЕСХТП не ниже, чем у аналогичных структур в развитых странах мира. Подход к выбору механизма совершенствования государственной поддержки развития ЕСХТП должен быть гибким, не устанавливающим главенства одного инструмента над другим, так как зависит от конкретных факторов. Разумное сочетание всех форм и видов межгосударственной поддержки технологических платформ придаст им дополнительные возможности и обеспечит высокую эффективность. Основываясь на зарубежном опыте и с учетом особенностей отечественного развития технологических платформ и кластеров, выделены направления развития и механизмы совершенствования государственной поддержки ЕСХТП. В частности предлагается согласование тематик научных исследований на межгосударственном уровне, формирование единого экспертного сообщества, аудит рынка научно-технической продукции стран-участников с целью выявления и финансирования наиболее перспективных проектов.
