Scientific and methodological foundations of industrial agrotechnology for the production of certified planting stock of fruit and small fruit crops in the Russian Federation | Научно-методические основы индустриальной агротехнологии производства сертифицированного посадочного материала плодовых и ягодных культур в Российской Федерации

英语. To ensure import-independence of horticultural products, it is necessary to create a high-tech and science-intensive domestic industry to produce high-quality planting stock. It can be achieved due to the widespread introduction of intensive production schemes into domestic industrial horticulture, the adoption of virus-free nursery technologies, and the introduction of a certification system for planting material. The main stages of the formation and development of a certified planting stock production system were defined. There are the formation of basic knowledge, terminology, industry standards and State standards; formation of technological appearance; development of basic technological processes; the introduction of technological processes on the basis of modern industrial technologies; efficient functioning of the industry on the basis of transfer and convergence of advanced and science-consuming technologies. Formulated terms, concepts and definitions were harmonized with international terminology. The categories of planting material of fruit and small fruit crops in accordance with the norms of phytosanitary condition and varietal purity were established and fixed at the legislative level: initial, basic, certified plants (3 reproductions). The terms and principles of the new technology policy have been elaborated, the main production and technological blocks, the competence areas and the responsibility of the performers at all stages of production of certified planting material have been determined. The conditions for the successful implementation and introduction of an industrial technology for the production of certified planting stock of fruit and small fruit crops in the Russian Federation were established.

Для успешного решения проблемы импортонезависимости продукции садоводства необходимо создание высокотехнологичной и наукоемкой отечественной индустрии производства высококачественного посадочного материала. Это обусловлено широким внедрением в отечественное промышленное садоводство интенсивных схем производства, переводом питомниководства на безвирусную основу и введением системы сертификации посадочного материала. Определены основные этапы становления и развития системы производства сертифицированного посадочного материала: формирование базовых знаний, терминологии, отраслевых нормативов и ГОСТов; создание технологического облика; разработка базовых технологических процессов; их внедрение на базе современных индустриальных технологий; эффективное функционирование отрасли на основе трансфера и конвергенции высоких и наукоемких технологий. Сформулированные термины, понятия и определения гармонизированы с международной терминологией. Установлены и зафиксированы на законодательном уровне категории посадочного материала плодовых и ягодных культур в соответствии с нормами фитосанитарного состояния и сортовой чистоты: исходные, базисные, сертифицированные растения (3 репродукции). Разработаны термины и принципы новой технологической политики, определены основные производственно-технологические блоки, зоны компетенций и ответственности исполнителей на всех этапах производства сертифицированного посадочного материала. Определены условия успешной реализации и внедрения индустриальной технологии производства сертифицированного посадочного материала плодовых и ягодных культур в Российской Федерации.
